Abstract

|
This paper attempts to explore different approaches to welfare rights in If and USA by employing comparative analysis method. While focusing on civil rights and social rights of T. H, Marshall¢¥s citizenship, this paper examines discussions about welfare rights in UK and USA. From the discussions, this paper identifies that while in UK welfare rights have been based on social rights, in USA welfare rights have been based on civil rights.
This paper discusses that while in UK the major issue has been on securing welfare expenditure and flexibility of welfare provision, in U5A the major issue has been on reducing welfare dependence. This paper also describes the differential approaches in welfare-to-work programs of UK and USA that lies in the same line with the approaches of welfare rights. This paper contributes to developing an important knowledge regarding welfare rights. Finally, this paper identifies research areas for further research and develop implications for welfare rights in Korea.
